The House (as well as the Senate) version of the National Defense Authorization Act (NDAA) moved the $9 billion included under the category of “Emergency” funding that was contained in the President’s submission of the FY2020 Defense Budget to DoD’s “base” budget.  Since the movement of these funds to the base budget exceeds the current Budget Control Act thresholds, Congress will need to develop a deal to raise the caps or risk triggering sequestration.
