The FY 2011 budget request includes a 1.4 percent pay increase for military and civilian personnel.  This compares to the 3.4 percent increase approved for military personnel and the 2.0 percent increase for civilians in FY 2010.  The FY2011 pay raise, if enacted, would be the lowest increase for the military since 1963 (no raise was provided between 1958 and 1962) and for civilians since 1986 (when no civilian pay raise occured).  This is the first time in recent years that the budget request has included parity between military and civilian pay raises.  Last year the President stated that he would support parity in FY2011.
