Peter Orzag, the Director of The Office of Management and Budget (OMB) this week issued to executive departments and agencies guidance on how to implement the President’s Executive Order 13520, reducing improper payments. Earlier this month, the President issued a memorandum directing federal departments and agencies to expand efforts to find and recapture improper payments. The follow-on implementing guidance, contained in a new Part III to Appendix C of OMB Circular A-123: 1) specifies responsibilities for accountable officials; 2) determines which programs are covered; 3) defines measures and targets; 4) establishes reporting requirements; and 5) establishes procedures on how to identify entities with the largest amount of outstanding improper payments. The instructions also identify which data Agencies will be required to submit on a central improper payments website. The appendix provides instructions on specific items and issues in a question and answer format.
