The world of reimbursable interagency transactions, Economy Act, revolving funds, receipts, refunds, and user fees is both complex and confusing. The Government Accountability Office devotes its entire Chapter 12 of the Red Book discussing these and other collections. This webinar will take all the puzzle pieces and condense them into a model that clarifies the relationship of all individual parts.

Topics covered will include: Miscellaneous Receipts Statute, User Fees, Refunds, Reimbursements, Revolving Funds and Working Capital Funds, Economy Act and non-Economy Act transactions, and Project Orders.

The webinar will be of interest to all financial management personnel including budget analysts, accountants, contracting officers, payment officials, and program offices.

Learning Outcomes:

  • Become familiar with terminology related to receipts and collections
  • Understand the relationship between the assorted facets of offsetting receipts and collections
  • Comply with laws as they apply to receipts, refunds, interagency agreements, Economy Act and non-Economy Act orders, revolving funds, user fees, and project orders

The webinar will be presented in partnership with ASMC by Bill Arnold, CDFM-A, President, Arnold Federal Consulting, Inc. He instructs appropriations law courses and the Enhanced Defense Financial Management Training Course.
