Following a flurry of activity in the House on FY2011 appropriations bills (see Highlights, July 2, 2010) before the July 4th recess, the Senate Appropriations Committee (SAC) began its markup process this week.  The SAC issued its appropriations allocations to the 12 subcommittees and then approved the FY2011 Agriculture, Military Construction/VA, and Homeland Security bills. In the MilCon/VA bill, the SAC approved the funding level requested for Military Construction but did make some program changes.  The SAC has not yet set the markup schedule for the remaining bills.  In the House, seven House Appropriations Committees (HAC) subcommittees have acted (Transportation/HUD, Legislative, Military Construction/VA, State/Foreign Operations, Agriculture, Commerce/Justice/Science, and Energy and Water).  The HAC Military Construction/VA subcommittee issued a statement stating that it provided the level of funding requested by the president for military construction, but also made some program adjustments.  Summaries of the other six bills can be found on the HAC website.  HAC Chairman Dave Obey (D-WI), expects to hold full committee markups of some of these bills next week.  However, there has been little mention of the markup schedule for the DoD FY2011 appropriations bill in either the House or the Senate.
