DoD management is faced with the issue of managing one of the world’s most complex organizations and inherently risky missions. It is responsible for establishing achievable objectives and goals, accomplishing these goals in an effective and efficient manner, and in compliance with multiple laws and regulations. This webinar is focused on how ERM and Internal Control can be used by the Department to meet those management responsibilities and reduce the probable or potentially adverse effects from inadequate internal controls.
ERM and Internal Control activities provide risk management support in different but complementary ways. ERM deals with identifying, assessing, and managing risks that enables management to focus on key points of failure while internal control provides the important risk response option in executing the strategic goals and objectives The webinar will examine the Federal Managers’ Financial Integrity Act, OMB Circular A-123, GAO Standards for Internal Control, and the Department’s Internal Control Program.
Instructor Biography: John Reifsnyder
John Reifsnyder is a retired U. S. Government Accountability Office senior executive with over thirty-three years of experience evaluating compliance with efficient and effective business practices, legislative and agency requirements, and auditing and accounting pronouncements. While at GAO, Mr. Reifsnyder conducted numerous training sessions on the roles and responsibilities of federal government financial managers and auditors. Also, Mr. Reifsnyder was selected to be a congressional staff member on several House and Senate Congressional committees during their investigations of various federal organizations and activities. Upon retirement from GAO, Mr. Reifsnyder was offered and accepted a consulting position at Price Waterhouse Coopers. While at PWC, he provided consulting and training services to numerous public and private sector organizations. Mr. Reifsnyder has presented financial management related training sessions since 2000 to thousands of public and private sector employees and authored several training courses. Since April 2020, Mr. Reifsnyder has presented numerous virtual training sessions for the American Society of Military Comptrollers and other training providers using the Zoom platform. A Certified Defense Financial Manager, Mr. Reifsnyder holds a master’s degree from Central Michigan University and a bachelor’s degree from Bloomsburg State University.
