
Appropriations law principles include Purpose, Time, and Amount. But Time is often treated as the middle child, and not given the attention it deserves. Proper use of government funds must include Time considerations, which can be just as important as Purpose and Amount, if execution problems are to be avoided.
This webinar discusses Time topics in depth – to include the life cycle of an appropriation, the Bona Fide Needs rule, severable versus non-severable contracts, replacement contracts, contract modifications, advance payments, disposition of appropriations balances, and the Barring Act. The webinar also discusses, and participants are provided with, a document that covers 17 types of transactions that cross fiscal years – and identifies the correct fiscal year to charge in each case.
This session should be of interest to budget and program office personnel who formulate and execute appropriated funds, acquisition personnel (KOs and CORs), and those who develop policy.
