In its final act on FY2011 Appropriations, the 111th Congress extended the Continuing Resolution (CR) until March 4, 2011. The CR (H.R. 3082) essentially continues funding for most programs at the FY2010 level. However, the total funding rate for the bill is $1.16 billion higher than 2010 level. The CR does not include as many adjustments to program funding as the 400 plus page FY2011 Continuing Appropriations bill the House passed last week did, but it does identify some “anomalies,” as the Senate press release calls program funding additions and cuts. The bill adopts the president’s plan to freeze federal pay for 2011 and 2012. It includes funding to maintain (at the FY2010 fourth quarter level) air marshal coverage levels on flights and the number of border patrol agents on the U.S.-Mexico border, and to accommodate spending for the START treaty. Some other programs, such as the Census Bureau and DoD’s base closure efforts, receive less because of a lower level of activity expected in FY2011. For the Department of Defense, the bill extends the authority to March 4, 2011 to execute the Commanders’ Emergency Response Program (CERP) and the deadline for applying for stop loss benefits. It also provides the Navy with authority to buy 20 Littoral Combat Ships (LCS) so it can implement the Navy’s preferred acquisition strategy. The 112th Congress, set to convene on January 5, 2011, will take up the task of finishing the appropriations bill as one of its first actions.
What is the prospect that another CR will not be passed for after March 4th and the Federal Government will put all “non-esstential” employees on furlough, effectively shutting down the Federal Government?
So does this mean 3 March at 2359 or 4 March at 2359.

No one wants a furlough, but if it’s needed to save money I hope its no more than 1-2 days such as Friday, March 4 and Monday, March 7, 2011) . I am a college student paying my own tuition and all my bills are high; I am looking for a GS-7/9 Administrative Assistant or Management Assistant job and I have over 31 years in federal government. It is very hard to get promoted and I have previous work and college experience. I am still in college with only 7 classes to complete before getting my degree. There is effectively a hiring freeze (saw that coming), so if you are an existing Federal employee, you hvae less competition from “outside the agency” folks. I am a recent hire (less than 12 months) and I would like to transfer from one region to another. The 2 year wage freeze along with the CR expiring has made it more challenging to move laterally when they have no funding for previously approved positions.
I would suggest sitting tight and finishing your degree. Some folks in Congress are not content with the 2 year freeze in the GS Pay schedule. They are talked freezing step increases along with a 10-15% pay cut. (I doubt either will come to fruition).

I am a federal sub-contractor and have been told that basically if there is a furlough that I will be asked to go home and wait for the CR to be signed. While I will still have a job I will not get paid but I will be eligible for unemployment. This is useless if the furlough is for a couple of days of a week because the first week off is a waiting week for which I would not get paid.
While I am waiting the people who can resolve the situation will be getting paid.
I am also in my first 12 months of employment as a GS employee (dual status – meaning that I am required to be in the National Guard for my state.) The position that I work in requires me to wear my uniform to work every day. Am I understanding this correctly: If this is not signed by the 4MAR11 deadline, I will no longer be getting paid for my GS position. Is that true?
If that is the case, there is a good majority of employees at my base that will be in the same situation.
I remember this from the 95-96 time frame and the DoD GS workers and military did not get paid for a month. This looks to be happening again on Friday. My issue with this is, those in the Senate and Congress don’t have to worry about this because they vote on their raise while the rest of us don’t get paid. The thing that scares me is we are in such an economic decline that this will only push us further into the spiral without much hope of finding a permanent way out.

I was in the military (Navy) in ’95, during that fiasco. I’m not sure what you mean by “the military did not get paid for a month”. My pay never got interrupted.
It is now pass March 4th. Does anyone know where we are with CR?

What is the current status of the hiring freeze now that congress has approved a budget through FY 11? I am weeks from retirement from the Army and hope to get a job in the GS system.
